- 2004 The Maastricht Communiqué. "The Maastricht Communiqué on the future priorities of enhanced European cooperation on vocational education and training" (14 December). On the basis of the Education Council conclusions adopted on 15 November 2004, the Maastricht Communiqué set out priorities for the next phases of the Copenhagen Process. The Maastricht Communiqué linked more narrowly the process with Education and Training 2010 work programme and introduced national priorities("strengthening the contribution of VET systems, institutions, enterprises, social partners to the achievement of the Lisbon goals").
- 2006 The Helsinki Communiqué: "The Helsinki Communiqué on enhanced European cooperation in vocational education and training" (5 December 2006).
This communiqué set the priorities for the next two years in Vocational Education and Training strategies. On the basis of the Education Council conclusions adopted on 14 November 2006 and the Background document elaborated by the Finnish Presidency, the Communiqué defined four priorities:
- improving the attractiveness and quality of VET;
- development and implementation of common tools: ECVET, EQF, widespread use of EUROPASS, development of National Qualification Frameworks (NQF);
- strengthening mutual learning;
- taking all stakeholders on board.
